VIRGINIA’S juvenile justice system is broken. No less than the sheriff of the commonwealth’s largest city — a former state senator and police officer who advocated the lock-em-up approach for years — has called for a complete overhaul.
“Nothing we’re doing is working,” Virginia Beach Sheriff Ken Stolle said last week, adding his voice to the growing chorus of law enforcement leaders and children’s advocates pushing for major changes in the Department of Juvenile Justice.
Crime hasn’t increased. In 2014, Virginia Beach’s crime rate was the lowest it’s been since 1963, and property offenses accounted for 93 percent of all crimes.
