On April 20, the Virginia General Assembly and Gov. Terry McAuliffe agreed to spend about $40 million on a new juvenile prison in Chesapeake. This money was allocated despite research that overwhelmingly shows that jailing juveniles is not an effective solution for the youngter or his community.
